POSITION PURPOSE:
Responsible for the maintenance and operations of HVAC and building automation systems (BAS) serving a wide variety of city-owned facilities in order to provide a comfortable working environment for all city staff.

JOB FUNCTIONS / SCOPE OF AUTHORITY:
ESSENTIAL JOB FUNCTIONS

Operates and oversees various building automation systems (BAS) throughout the City of Arvada.

Evaluates major HVAC and BAS Systems; makes recommendations for replacement or upgrade to the manager of city facilities based on equipment age, energy efficiency, etc.

Oversees various projects, providing supervision of contractors and subcontractors for the purpose of replacement, upgrade or new installation of HVAC, BAS, fire suppression systems, etc.

Write bid specifications, evaluates and selects new equipment; obtains proposals and assists the manager of city facilities with selection of the most qualified contractors for the project.

Assists risk management with building environmental issues such as indoor air quality (IAQ).

Maintains inventory of HVAC parts and supplies; orders new supplies as needed.

Troubleshoots, repairs, and programs BAS, including repairs and upgrades for BAS computers and peripherals.

Troubleshoots and repairs a wide variety of HVAC equipment, including boilers, chillers, air handlers, computer room a/c and variable air volume (VAV) systems.

Implements and designates preventive maintenance utilizing computer maintenance management system software for all HVAC, BAS, Plumbing, and Fire Protection systems.

Performs preventive maintenance on all HVAC systems, including replacing air filters and belts, tightening of electrical connections, lubrication of bearings, refrigerant leak checking and performance monitoring.

Complies with EPA regulations concerning the proper handling of refrigerants, i.e. recovery and disposal practices.

Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.

Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.

Coordinates service calls and required testing and maintenance of plumbing and fire protection systems by on-call service providers.

Assists Manager of City Facilities in solicitation and selection of on-call plumbing and fire protection systems service providers.



ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

Ability to work with crafts workers, maintenance workers, and electrician to completed various projects.

Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

Ability to respond to service calls 24/7/365 and have assigned relief service providers during planned vacation, weekend outings out of response capacity or other approved leaves of absences.



OTHER FUNCTIONS:

Assists the manager of city facilities in related budget concerns.

Other duties as required.

SCOPE OF AUTHORITY:

Receives general supervision under the direction from the manager of city facilities. Plans own work and prioritizes tasks. Detailed procedures exist to perform this role. Adheres to procedures set forth in the city codes, ordinances, rules and regulations and department and division policy.



Financial Accountability:

Makes recommendation to the manager of city facilities for budget allocation of the facilities management division. Decisions affected the financial outcome of projects. Approves purchases up to $2,000.

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

Work is primarily performed in both outdoor and indoor environments with heavy noise levels. Physical effort and activities include: strenuous physical work. Work is primarily performed in both outdoor and indoor environments. Heavy lifting, pushing or pulling of objects up to 50 pounds. Exposure to a variety of weather conditions, noise, chemical fumes, dust and heavy equipment.



MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

High school diploma or GED and five (5) years' experience with HVAC with 3 years' experience with Building Automation Systems (BAS) required with preferences towards Delta and Alerton Control Systems. EPA Certification in CFC Handling required. Must possess a valid Colorado driver license and provide a motor vehicle record. Must pass a polygraph, criminal background check and physical.

Preferred Qualifications:

Formal training in HVAC work with an Associate's Degree preferred.
