The Pathways Recent Graduates Program provides developmental opportunities for participants to be

non-competitively converted to a permanent career-conditional or term position once the recent graduate completes all requirements of the program.
  • Recent Graduates are on a trial period for the duration of the program.
  • Recent Graduates appointment may be extended for an additional 120 days. If selectee is not converted on the date of their service requirement, or at the end of the 120 day extension, the appointment will be terminated.
  • Students MUST submit transcripts with conferred or degree earned date (unofficial transcripts are acceptable). If selected, official transcripts will be required.
  • This announcement is only open to individuals that have received at least a two (2) year degree, such as Associates Degree, in the last two years.
  • An Individual Development Plan (IDP) will be completed within 45 days of appointment to track the Recent Graduates' career planning, professional development, and training activities.
  • Selectee will be required to sign Recent Graduates Participant Agreement.
  • Within the first year of employment, the incumbent will be provided a minimum of 40 formal hours of training.
  • The incumbent will be assigned a mentor within 90 days of appointment.

Conversion to a Permanent career conditional or Term position is not guaranteed, however, in order to be eligible for conversion to a permanent or term position, Recent Graduates must:

  • Successfully complete at least 1-year of continuous service in addition to all requirements of the Program.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted.

Promotion Potential: The full performance level of this position is GS-08. Promotion potential is not guaranteed. No promise of promotion is implied.


GS-05: SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Specialized experience includes:

  • Uses multiple automated programs, maneuvering through various systems simultaneously.
  • Composes proper responses to inquires using standard formating and language.
  • Gives advice and assistance in obtaining evidence and supporting documents that may be necessary for proper filing.
  • Conducts telephone interviews and creates responses to inquires regarding health benefits programs.
  • Provides open, friendly and courteous customer service.

GS-05: SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants must have Four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at

least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (TRANSCRIPTS REQUIRED).
GS-05: COMBINATION OF EDUCATION AND EXPERIENCE: Applicants must have equivalent combinations of successfully completed education and experience that may be used to meet total experience requirements. (I.e.6 months of specialized experience and 3 years of education above the high school level). NOTE: Only education beyond the second year can be used to qualify for this grade. (TRANSCRIPTS REQUIRED).

**Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

1) New appointees must successfully complete approximately 6 weeks of full time classroom training.
2) To maintain employment, new appointee achieving a passing grade of at least 95% on the final competency testing at the conclusion of the classroom training.
3) Failure to meet these requirements may result in termination of employment.

Physical Requirements for Position: The work is primarily sedentary although some walking, stooping, bending, reaching, and carrying loads weighing up to 20 pounds is required. Use of computer and telephone is extensive and involves use of multiple computer systems simultaneously.
