Applicants applying for this position must meet time-in-grade and qualification requirements within 30 calendar days of the closing date of the vacancy announcement to be eligible for consideration for selection. Time-in-Grade Requirement: FOR GS-07 and above; Applicants must have served at least one (1) year at the next lower grade level in the Federal service. FOR GS-07: One (1) full year of graduate level education; OR superior academic achievement; OR One (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service. FOR GS-09: Master's or equivalent graduate degree; OR Two (2) full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related; OR One (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service. FOR GS-11: Ph.D. or equivalent doctoral degree; OR Three (3) full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related; OR One (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service. Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

If specific course work is required to fulfill the eligibility and/or minimum qualification requirements, you must supply transcripts from each academic institution in which the required courses were taken in order to receive credit for that course work. The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview). Your evaluation may also include a review by an HR Specialist or panel and may include other assessment tools (ex. interview, structured interview, written test, work sample, etc). The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings. Your resume MUST provide sufficient information to substantiate your vacancy question responses.
